Philippines hung up on English

This article looks at call centres in the Philippines and a plan for the Philippines call centre or “offshoring and outsourcing” (O&O) industry to have 10% of the world market. But the Philippines, which boasts of being the third-largest English-speaking country in the world, is fighting a decline in the use of English that threatens to spoil the O&O industry’s grand plan.
